Why do weeds come back after pre-emergent?

Pre-emergent stops seeds from establishing, but it does not kill established weeds or last forever. Weeds return when the application missed the germination window, when the barrier was broken by digging, raking, or heavy runoff, when the product was never watered in, or simply when the barrier degrades before the next season's weeds germinate.
